I remember going to popularity 43 at level 11
plus, there is a long corridor which makes customers a bit late..

cos now my highest is 42
Make 2 islands, each with 6 tables, 2 chiefs and 1 waiter moving in 1 tile.
Get 3 Arcade Machine, and u will have 50 popularity without having any toilets. Save up your cleaner or remove toilet effort.
atm my rating is 45.
8 toilets
5 chefs
2 waiters
2 seperate clusters
in 1, waiter cant move, serves 6
in other, waiter has 2 squares. serves 7
10 waiting seats. 2 doors for quicker flow of customers.
Rating 35.

1 waiter
12 tables in 1 cluster with 5 tiles for waiter.
2 toilets
4 waiting chairs

you can also clean your toiletes by clicking the menu and then back to reaturant..
i have 6 toilets,4 waiting chairs, 12 tables,4cooks and 2waiters you should try it.

Check your menu, on the last item (drinks) if you've never leveled up any of your drinks, then make sure that the first item on the drinks list is chosen (that is the default).
I have never leveled up my drinks but I have maintained a popularity of 50 (maximum popularity).

at lvl11 (if im not wrong), you might have to buy toilets to preserve your popularity ratings (unless you wanna buy the arcade machines) which cost 8000 for each machine. if unless you wanna level quickly with the high number of customers, don't go for popularity ratings. ^^
I think it's actually as early as level 7 that you're required to own at least one toilet. That's when some customers wouldn't give you the thumbs up after eating -- they give after using the toilet.
Then a few levels after that, you're required to own a sink. That's when some toilet users won't give you the thumb up until they washed their hands :)
i just switched a waiter to a janitor and waited until he cleaned the toilet then i switched him back
When I got my 9th employee, though, I kept it as my permanent janitor :)
For 8 employees,
I have 4 chefs and 4 waiters. That's more than enough to maintain the maximum popularity of 50.0 :)
